Cobrapost Exclusive: How Officials Allow Scrap Containers Without Inspection

A Cobrapost investigation discovered that some companies in India endanger national security by allowing to import scrap containers on fake inspection certificates before shipment (PSIC) without mandatory inspection before shipment in the ports where they are loaded, load a meager Rs 1300 to Rs 4000 for the passage of each container, which can thus be used for the huge amounts of arms smuggling, drugs and counterfeit currency.

Openly flouting the strict guidelines established by the Department of Trade and Industry, some companies in India, authorized by the government, are bent rules and jeopardize the national security of imported scrap. According to the standards set by the Ministry, foreign and Indian shipping companies carrying waste must have a pre-shipment inspection certificate Pre approved agencies before loading the scrap into a port. The certificate must state that the lot of scrap does not contain ammunition, cartridges, weapons, mines, shells or any radioactive material. The government acknowledged that some pre-shipment inspection companies both in India and abroad. All waste arriving at an Indian port must be inspected by customs authorities. In the case of a batch of scrap metal from a country affected by war or rebellion, the exporter must provide documents to Customs at the time of clearance of goods.

Non-inspection of these containers is a serious risk to national security because they can be used for the smuggling of drugs, weapons and counterfeit money in large numbers. The weapons are difficult to smuggle by land. These weapons and ammunition are popular with militants in Jammu and Kashmir, Jharkhand, Orissa and the northeast. Containers can also be used to smuggle in German high-end machines to avoid high taxes on imports.

. During the survey, corresponding Cobrapost Md Hezbollah posed as an importer and met with the head of the inspection services in the world based in Delhi Private Limited (WISPL) Amit Kumar and Vinod Kumar his subordinate; Beena Negi Worldwide Logistic Survey and Inspection Group and UK Banerjee manager and deputy general manager of T. Bhattacharjee Suprintendence Co of India Pvt. Ltd in Kolkata.

The corresponding Cobrapost discovered that three companies issue pre-shipment inspection certificates (list PSIC) scrap to importers without any inspection is carried out in any part of the world. These companies issue false inspection certificates to importers for Rs 1300 to Rs 4000 for each scrap container without asking the relevant documents needed to prove that the lots are products prescribed under the law of the land.

So to say about 50 containers of scrap metal at an average rate of Rs 3,000 per container, the amount is Rs 1.50 lakh. Every scrap container sells for around Rs 20-25 lakh. For 50 containers, it works at a staggering Rs 10 crore.

In addition, a Commissioner for scrap to be imported into India from a port in one country can be delivered from India. The corresponding Cobrapost found that PSIC wrought container waste to India from the United States may be issued there for only $ 60, payable to the United States.

Inspection services around the world based in Delhi Private Limited (WISPL) is one of the companies accredited under the government of India which is authorized to issue PSICs importers of scrap from India across the road from the sea only after a thorough inspection of the goods at the port of loading itself. Inspection of these scrap is essential to keep a check on the level of radiation metals as well as keep a check on all hazardous metals, weapons and ammunition intended for terrorist activities coming into the country. WISPL has branches in 14 countries.

Posing as a scrap importer, corresponding Cobrapost Md. Hezbollah met Amit Kumar and Vinod Kumar and told them that a container with aluminum scrap was to get him to the United States he would need to a PSIC them.

Without asking for all documents, Vinod readily agreed to issue the certificate for Rs 1,500.

Vinod said: "Hum 1500 rupayee container Lete hai" (we charge Rs 1500 per container). The correspondent said Vinod that this is just the first step of his company and of 50 to 60 containers would be arriving in India each month, on which Vinod asks "? Kaun if the country aayega (? From which country come)" The Vinod said corresponding shipments will come from the European Union, Thailand, Vietnam and Malaysia, and the containers will reach Dadri in Ghaziabad train.

Vinod said: "Dadri dikkat Koi nahi aayega Kar Denge (Does it come Dadri No problem, we'll do it?)." The caller then says Vinod a container with aluminum was shaded road?.. by sea from the United States and should arrive in India in a few days and more were expected in the coming months. Our correspondent wants to fix the rate for each PSIC for this delivery.

China is Limiting High-ranking Officials to Offices the Size Of a Shipping Container

"You work for the Communist Party? Do you know the size limit for your desk at work?"

Thus begins an ad (link in Chinese) Central Committee of the Chinese Communist Party for Discipline Inspection (CCDI) -The body responsible for ensuring that party members do what they are told of their new rules on office space allocated to government bureaucrats.

The document, entitled "Does your office exceeds the guidelines of space?" Impose strict limits on party members to office area, according to their rank. Ministers and provincial governors, for example, are limited to 54 square meters. private bathrooms senior officials, moreover, should not exceed six square meters.

Here’s the full breakdown of office size limits by party rank:

The English version of the announcement said, "The department heads in ministries and provincial governments enjoy a no more than 30 square meters office and their deputies 24 square meters."

There is little reason to think they will take advantage of these limits after years of using party funds to bridge their offices. The most infamous workplace adorned in recent years was a factory belonging to state Harbin Pharmaceuticals. Photos scarcely credible laced its corridors, rooms royal European conferences, and Olympic-size swimming pools leak on the web in 2011.

Excavations flashy as Harbin Pharmaceutical offices and mini Kremlin in a Beijing neighborhood have drawn the ire of both the public and a Communist Party that is trying to improve its kleptocratic image. The Global Times state newspaper that frequently publishes editorials that summarize the thought of the party, cited the "Beijing Kremlin" to justify a "control of corruption."

Last breeds of CCDI cites as basic document (link in Chinese) published last year by the National Development and Reform, which provides the economic policy of China and the Ministry of Housing and Urban Development -rural the country. This document is collected, summarized and distributed by CCDI suggests that the government can actually try to observe any such restrictions.

The internal disciplinary committee has become the main weapon in the battle against President Xi Jinping corruption. For example, he managed to expel from the party Zhou Yongkang-time member of the Committee for extremely-powerful Politburo Standing "serious disciplinary offenses."
Of course, the rules of the office space will require someone who provides unbiased measures.

AVOID A FOOD POISONING WITH FOOD PACKAGINGS

How To Avoid Food Poisoning In Food Packaging?

In order to ensure that all materials that may come into contact with food are safe, you should make contact with the food testing laboratory. All materials in contact with food, such as containers, tableware, glassware, ceramics and containers should be safe and should not transfer any of the ingredients in foodstuffs. Food packaging materials must be safe for human health or change the composition, the taste or smell of food.

An article published in July 2014 in Food Packaging Forum Foundation in Zurich, said at least 175 chemicals that come into contact with our food. Some of them are related to chronic diseases or endocrine disruption.

For you, Asia Textile Inspection, observed many disturbing elements in the composition of our materials that come into contact with our food and its dangers.

Phthalates and biphenyl A, two families of chemicals are used in the manufacture of various plastics. Are configured similarly hormones. They can interact with the receiver for some of them. They can alter hormonal balance - talking about mimetic hormonal activity and endocrine disruption

BPA is also a component of epoxy resins, this flexible varnish, applied by heating in the interior of metal cans to ensure sealing and microbiological safety of foods. There is also the resin in glass jars covered metal (such as baby food jars or glass canning) in glass bottle caps, cans inside and boilers say aluminum. The risks include skin irritation caused by the resins, but even more hardeners. Contact dermatitis, for the most sensitizing resins (instead of curing), with possible violations of the face (including the eyes ...). Occupational dermatitis is observed in exposed workers. These resins do not seem to induce asthma or cancer. However, a single case of contact dermatitis in cancerous lesion evolution was observed.

The use of polytetrafluoroethylene (PTFE), a non-recyclable plastic, is also of concern. This fluoropolymer, known under the name of Teflon, is a suitable release liner to a poor cooking fat. If the PTFE is stable up to 260 ° C; further, it degrades. Its release properties are then altered, and this degradation causes an emanation of disrupting toxic fluorine gas to fragile organisms. In addition PFOA or perfluorooctanoic acid, is a kind of industrial glue to hold Teflon, including collage is almost impossible without it because of its properties. This "glue" was recognized as carcinogenic to laboratory animals. It crosses the placenta in pregnant women and the causes of congenital diseases, disorders of the immune and digestive systems. A Danish study published in 2009 showed a correlation between levels of PFOA in blood and male infertility.

Knowing that the materials in contact with food can cause security risks, have adopted strict standards for materials in contact with food, especially in the EU and the US, where all materials in contact with food export the European Union or the United States must be tested and certified. To ensure your food is safe and certified, we recommend using

The services of our experts who have extensive knowledge of international standards with food. We can perform tests according to different standards, including, but not limited to EC No. 1935/2004, EN 1186, EN 13130 for the Union and the regulations of the FDA in the United States of Europe.

One of our surfers wanted to share his experience in the packaging of food products. In fact, a gel pack is ill-conditioned silica found. Either the silica gel is not harmful to health unless if man swallows it. If a human swallows it risks a deterioration in their intestinal wall and runs the risk of having an ulcer.
